Well what you want is not possible without retexturing at least one light source block.

In the nether, magma Blocks are usally near lava, and in the overworld, magma blocks sometimes spawn in the ocean floor. For example if you were 3 blocks away from a Torch, then the light level would be 11. They were implemented in Java Edition 1.10 "Frostburn Update" and Pocket Edition 1.1.3.
